Our Story
Coa Solutions (Coa) was started in 2022 by founders over 15 years of government and commercial product. This work has included implementing the Appeals Modernization Act with the United States Digital Service, the Bloom Organ Donation Report, and modernizing critical IRS forms. Their commercial portfolio includes airport lounges and banking servicing over 70M users and a billion in growth.
With the advent of AI and Agentic development, Coa has quickly moved from buzz words to on the ground experience and implementation building POC's and AI forward design teams at Veteran Affairs and Capital One.

Leadership Team
Ari Perez
Ari is a former member of United States Digital Service with 15+ years in government digital Transformation as an Engineer. He is an alum of West Point and has shepherded over a dozen critical government programs across the VA, Immigration, and during his service.
Phillip Jo
Phillip has over a decade of experience building and scaling design organizations. Before joining Coa he was a Director of Design of Capital One Travel, where he helped grow a 1B portfolio and won two Fast Company Recognitions. Before he led core components of Appeals Modernization on the USDS Caseflow project. His experiences have generated over 500M in Revenue serving 70M + users and citizens.
